Jason Lee
Associate Director, Quantified Ventures
Jason works to develop outcomes-based financing models that enable faster, more efficient pursuit of societal and regulatory environmental goals. His work has included leading the development of Environmental Impact Bonds to fund urban green infrastructure projects in Hampton, VA, and Memphis, TN; financing strategies for salmon restoration projects in Oregon; and investments in upstream agricultural practices for downstream water quality and quantity improvements.
David Imburgia
Former Resiliency Officer, City of Hampton, Virginia
Prior to recently relocating to the Great Smoky Mountains, David led the city’s Resilient Hampton initiative addressing hazard risks with place-based solutions that embrace people’s cultural connection to water and build a more vibrant and resilient community. Initial green infrastructure pilot projects were designed to test performance in managing water, provide multiple community benefits, and establish innovative financing with transparency for project outcomes.

Climate Coordinator NOAA Office for Coastal Management
Kim currently oversees implementation of the National Coastal Zone Management Program, a state-federal partnership with 34 Great Lakes and coastal states and territories that balances coastal resource use, economic development, and conservation. She also works to connect coastal partners to resources that assist in advancing community resilience, with a primary interest in supporting nature-based solutions. Previously, at the White House Council on Environmental Quality, Kim led the resilience finance portfolio within the President's Climate Action Plan.
