The NOAA Office for Coastal Management purchased digital Vexcel Ultracam imagery and digital elevation models of the Texas coastline at Espiritu-Santo Bay in 2007. The Coastal Texas project area is comprised of approximately 458 square miles. A total of 219 multispectral orthos were created to cover this area. Aerial imagery was collected in panchromatic, Red, Green, Blue and Near Infrared which yielded a natural color and false color infrared version of the completed digital orthophotography. Imagery was collected at an approximate altitude of 21000 feet above ground level.

The bounding coordinates provided within the Spatial Domain section represent a rectangle covering the total area in which the project is located. The actual project boundary located within this area is comprised of areas delimited by areas along the coast of the state of Texas. The Coastal Texas project area is comprised of approximately 458 square miles. A total of 219 multispectral orthos were created to cover this area. Aerial imagery was collected in panchromatic, Red, Green, Blue and Near Infrared which yielded a natural color and false color infrared version of the completed digital orthophotography. Imagery was collected at an approximate altitude of 21000 feet above ground level. An orthoimage is remotely sensed image data in which displacement of features in the image caused by terrain relief and sensor orientation have been mathematically removed. Orthoimagery combines the image characteristics of a photograph with the geometric qualities of a map.

Horizontal Positional Accuracy
Accuracy assessment determined by evaluating the horizontal accuracy of the ortho imagery as compared to photo-identifiable ground control points.; Quantitative Value: 0.94 meters, Test that produced the value: The horizontal accuracy was determined by calculating a Root Mean Squared Error (RMSE) for a number of surveyed checkpoint sites. The surveyed points were visually compared to the target site within the orthoimagery and horizontal offsets recorded. These recorded offsets were used to calculate an overall RMSE for the product. The formula used to calculate the RMSE values was: Accuracy(r) = 1.7308* RMSE(r). The resultant RMSE of the ortho was calculated to be 0.94 meters (NSSDA 95% CE). The orthoimagery exceeds the project specification of +/- 5 Meters CE95.
Vertical Positional Accuracy
For the orthophoto product, there is no vertical accuracy.
Completeness Report
Compliance with the accuracy standard was ensured by the placement of photo identifiable ground control points and the collection of airborne GPS data.
Conceptual Consistency
Compliance with the accuracy standard was ensured by the placement of photo identifiable ground control points and the collection of airborne GPS data. An RMS value was calculated based on the imagery utilized in the production of the tile by comparing the photoidentifiable points to the airborne GPS/IMU solution. This value represents an estimate of the accuracy of the horizontal coordinate measurements in the tile expressed in meters.
Orthoimages were created by Sanborn Map Company, Inc. using the proprietary Metro processes. Images were processed and mosaicked using image processing tools developed by Sanborn. The control source used for this project was AGPS/IMU collected at the time of flight. The ortho generation process begins by rectifying the image. The ortho technician reads the orientation input information from the georeferences photo file and rectifies the image. The ortho-rectification process performed for this project used nearest neighbor sampling techniques. Proper orientation of the image is then checked and rectification is repeated if necessary. Per project specifications, the ortho technician uses proprietary software to develop auto-seam color balancing parameters. The ortho technician then mosaics multiple images into a project-wide image database at which time seaming and color balancing parameters are applied. The image database is then checked to ensure that the all data is present and accurate. The ortho technician will then extract orthos from the image database using the project tiling scheme provided by NOAA. A quality assurance process is then undertaken to ensure all orthos meet project requirements.
