TOMIS is used by the federal government and contractors as a means of managing contracts that use task orders. Government contractors can submit and track deliverables with this system. Contracting officer representatives (COR) have access to all data on their contracts and can monitor task order progress. Auto-generated email reminders are sent for upcoming and delinquent tasks.
A “reports” tool within the system shows where data has been purchased, the type of data, the amount spent, and the status of each task order. This information helps government agencies reduce duplication.
TOMIS was originally developed by NOAA’s Office for Coastal Management (OCM) to oversee the Coastal Geospatial Services Contract. Since then TOMIS has been modified to allow it to be used for multiple contracts and by multiple agencies and contracting firms.

Enhanced security requirements mean TOMIS users must now use two-factor authentication protocols to access the system. OCM has selected Microsoft for this service. Once the user selects the sign in button, the Microsoft interface will ask for both their email and password (first authentication) and a six digit code from an authenticator app on their mobile device for the second authentication.
