The Initial Process
An applicant’s first step was to submit a letter of intent. This was done as a time-saver for all, as applicants were able to submit an initial project summary for review by a team of experts using the evaluation criteria.
Hundreds of letters of intent were submitted; of those, 120 were invited to submit a full proposal. Only those applicants whose letters of intent were selected by NOAA were eligible to submit their full proposal. Here are the application criteria used for the grant program’s track one and track two funding streams.
Numerous webinars and technical assistance resources and opportunities were provided to assist applicants, since it was important to make this process accessible to communities and organizations new to the grant application process.
Timeline

Applicant notification of letter of intent outcomes.
February 13, 2024
Application packages were due.
Summer 2024
NOAA announced awards.
