About the Conference

The Pacific Risk Management ‘Ohana (PRiMO) conference is the premier venue for community leaders interested in protecting Pacific Island communities from natural hazards. Each year, hundreds of participants gather to make connections, learn from each other, discuss ongoing initiatives, and design action plans.

This year's conference theme is "Technology and Disaster Risk Reduction," and will take place in Honolulu, Hawai'i on August 6 to 9, 2018, at the Hawai'i Convention Center.

The diverse group of attendees includes heads of state, representatives from business, nonprofits, and environmental groups, and concerned citizens. Topics range from water quality to disaster management and economic sustainability. This diversity and collaborative focus is what makes PRiMO work. People and organizations must work together if communities are to become more resilient. The action plans must be far reaching if Pacific Island natural resources, quality of life, infrastructure, homes, economic framework, and citizen health and safety are to be preserved. This is a tall task that requires inhabitants of the region to work and learn together. PRiMO provides that opportunity.

PRiMO conferences offer at least 25 different sessions, many led by distinguished leaders and innovators. Field trips and preconference training sessions provide opportunities to increase professional skills and gain firsthand knowledge about active hazard-reduction activities. Participants return to their organizations with new skills, information, ideas, contacts, partners, and perspectives. They leave better equipped to find the creative solutions today's coastal hazard challenges require.

Each conference has a community resilience-focused theme. Attendees are encouraged to submit an abstract, for it is through sharing with one another that we all become stronger!

Technology and Disaster Risk Reduction: The Good, the Bad, and the Ugly
August 6 to 9, 2018

PRiMO is a coalition of organizations with a role in hazard risk management in the Pacific region. We recognize the value of collective action and are committed to enhancing cooperation, coordination, and collaboration to strengthen and sustain hazard resilient communities. PRiMO welcomes all stakeholders working at the intersection of technology and hazard and climate resilience to submit session proposals by Friday, March 30, 2018 (deadline extended to April 13, 2018).

2018 PRiMO Conference Theme

Technology, in its many forms, presents tremendous opportunities to reduce risk and build the resilience of communities in the Pacific. Stronger, safer, and smarter buildings and infrastructure offer better protection from hurricanes and other hazards. Improved communications technologies, including social media, can enhance early detection and warning systems and support crowdsourced response and assistance actions. Advanced technologies, such as unmanned aircrafts equipped with powerful sensors, can support decision-making and improve response, recovery, mitigation, and adaptation efforts.

However, the unintended consequences of technology can have cascading negative impacts that can both exacerbate ongoing challenges and create new problems. Technological failures, such as hazardous material releases and utility outages, have been shown to result in catastrophic consequences. Other technologies can be invasive and interfere with traditional and indigenous practices.

Yet recent advances continue to inspire us to imagine what challenges we can address through innovative technologies. By looking broadly at where technology is needed to reduce risk—and where it may be headed—we can empower the PRiMO ‘Ohana to maximize the good, minimize the bad, and realize the vast possibilities for technology that fulfills PRiMO’s vision for a resilient Pacific region.

Potential session topics may include, but are not limited to, the following:

  • Special sessions on recent disaster events
  • UAV use and application
  • Social media
  • Crowdsourcing response and recovery
  • Construction and building technologies
  • Storm prediction science
  • "Radical" ideas to confront climate change
  • Big data, dashboards
  • Communications technology and infrastructure
  • Hacking, data security

Submitting a Session Proposal

The 2018 PRiMO Conference is inviting proposals for the following session types:

Full-length Session (90 minutes):

    Talk Story: Session leaders provide an overview of the topic, question, or problem, followed by an informal discussion—brainstorming, idea generation, information sharing.

    Working Session: Focus on developing tangible outputs to specific issues and challenges. This can include scenario planning, tool critique, and prototypes.

    Panel: Convene a small group of speakers to present on a similar topic or issue.

Individual Presentation (10 to 20 minutes): Presentation or tool demonstration on a topic suitable to PRiMO and its hui. Conference organizers will group individual presentations into a 90-minute session.

Training (half day): Training and professional development opportunities can be scheduled for Monday, August 6, 2018, from 8:00 a.m. to 5:00 p.m. Training organizers will be expected to cover associated costs ($400 for half day).

Academic Presentation (10 to 20 minutes): Abstracts for papers focused on the thematic areas. Abstracts will be reviewed by an international scientific committee. Papers will be published in online proceedings, and may be included as part of a future book and special issue journal project.

If you would like to submit two or more sessions, you will need to complete separate submission forms for each session. If your session is approved, you will have until May 1, 2018, to send a final session description for the program. If we do not receive an updated description by that date, we will use the description from your proposal.
